There are two fundamental elements, besides content, in designing a site: structure and style. At the very basis lies a well-formed, clean and correct semantic markup, without any layout implications. There are various reasons to justify a special care for this level, last but not least the necessity of structuring a page in a way that could stand alone, without the need of styling: it favours, if not just a cleanness of concept, the accessibility of the site by everybody.

Style is a second layer, added as if by magic. Suddenly the well-structured markup awakes to life…
